The purpose of the commons link, isn't to suggest there's a full gallery. We should always link between content in different projects. Ideally, the Commons link would be somewhat more descreet (ideally it would work like links from Commons to hear work). Linking to a Commons page is standard, and should always be done.

It is standard in Commons to make an article for every single person who has a picture (even just one). These articles are then placed in Commons:Category:People by alphabet. This then ensures, that anybody can determine if Commons already has an image on a person. New pictures are then put in the appropriate location, and viewable by all interested, with no redundancy. We should be promoting this approach, and doing for all PD/GFDL images. Also, such articles, should have two-way links between Wikipedia and Commons. --Rob 13:34, 5 June 2006 (UTC)
