Angel Rojas is a character created specifically for the Batman animated series, The Batman, as part of the DC Comics franchise. He made his debut in the episode "The Bat in the Belfry." In that episode, he was voiced by Edward James Olmos and in all his subsequent appearances, voiced by Jesse Corti.
[edit] Trying to Stop the Batman
Chief Angel Rojas isn't a fan of the Batman, viewing him as an embarrassment to the Gotham City Police Department and has no tolerance for anyone praising him, especially within his own police force. He has repeatedly ordered the Batman's arrest and to help in this goal, he had assigned Ethan Bennett and Ellen Yin to the case, hoping to take down the Batman.
Eventually in The Rubberface Of Comedy, upon the Joker's recent escape he issued a zero tolerance policy against all "freaks", as he's referred to Batman and his rogue gallery and his patience with Ethan's respect of the Batman having reached it's end, causing Ethan is risk his life to try to catch the Batman, the failure of which caused more stress for Bennett & resulted in his subsequent kidnapping by the Joker. As Yin and the Batman rescued Bennett, just as Chief Rojas was conducting an interview, Ethan ran up and called foul on the Chief's claims that they single-handedly took down Joker without the Batman's help, Rojas suspends him then and there.
However, Bennett was exposed to fumes from the Joker's Joker Putty and turned into Clayface and he went after Rojas, with the Batman stopping him both times he tried to kill Rojas. This, however, didn't change Rojas' views of the Batman and he was angered when Ethan was briefly released after an attempt on Joker.
[edit] The End of the Manhunt against The Batman
Eventually, he discovered that Yin had started to work with Batman and had her arrested, using her as bait for a trap to get Batman and impress newly-appointed Commissioner James Gordon, unaware that Gordon himself was a Batman supporter. However both Yin and Batman escaped and later captured Joker, The Penguin, and The Riddler. When he tried to re-arrest Yin, Gordon told him to look at it from another perspective and ordered Rojas to release Yin and reinstate her.
Rojas hasn't been seen since, though given the end of the manhunt against Batman, Gordon going public with his support of the Batman, the installment of the Bat-Signal, and the working relation between the GCPD & The Batman, he probably doesn't like it one bit.
It could also be speculated that he was discharged from the Gotham Police and replaced by the Commissioner as a result of his constant opposition against Batman.
