Andrew Rice represents Oklahoma State Senate district 46. The district is located in Oklahoma County. He attended Casady School and graduated from Colby College in 1996 with a Bachelor's Degree in Religious Studies; he received his Masters in Theological Studies from Harvard University Divinity School in 1999. From 1996-1997 Rice studied drug addiction problems and treatment in urban India. [1] During graduate school Rice produced a documentary entitled 'From Ashes' which focused on the AIDS epidemic in India. [2]
In 2001 his brother died in the 9/11 attack.[1]
He is married to Dr. Apple Newman Rice and they have two sons, Parker and Noah.

Andrew Rice was first elected to the State Senate in 2006. During the campaign his Republican opponent Joshua Jantz[2] distributed a flyer that called for thorns to be placed around the district and its voters and for their "salvation" and a desire for them to "elect righteous leaders."
Senator Rice represents District 46 in the Oklahoma State Senate, which includes much of Oklahoma County. Rice represents approximately 71,000 people. [3]

- Cosponsored and helped pass legislation called the “All Kids Act” to add 38,000 Oklahoma children to those eligible for government-sponsored health insurance.
- Led a successful effort to make it easier for local governments to donate abandoned properties for use by Habitat for Humanities to construct affordable housing, especially in rural Oklahoma.
- Co-author of the legislation creating the Hunger Task Force to tackle the problem of hunger in Oklahoma.
- Authored legislation creating a state Veterans Health Insurance Program that provides coverage to uninsured Oklahoma veterans. The legislation was passed by the senate with 45-1 vote. [4]

Senator Rice has announced that he is a candidate for the United States Senate, running against James Inhofe. In April of 2007 Rice met with chairman of the Democratic Senatorial Campaign Committee, New York Sen. Charles Schumer.[3]. Rice officially filed as a candidate for the United States Senate from Oklahoma on Monday, June 2, 2008. [[5]]
