Andrea Phelan is a Correctional Officer on the HBO drama Oz, played by Pepa. Primarily assigned to Unit B, she is one of the few African American female officers with a recurring role. It can be assumed through watching Seasons 4 and 5 that she was the supervising CO of Unit B.
