André Tarallo

André Tarallo (born in 1927), commonly known as Monsieur Africa, worked as the top manager of African affairs for French petroleum company Elf Aquitane from the late 1970s until his arrest in the 1990s for embezzlement.[1]

He testified in July 2000 that Elf Aquitane maintained a slush fund for bribing African governments, including the Angolan government.[2]
