[edit] Success of the Amsterdam Treaty

I'm not an expert so I hesitate to amend thta text my self. This is my concern: "The Amsterdam Treaty did not settle all institutional questions once and for all". This is a sweet way to say that many of the decisions taken by this treaty were unmanageable and that they were to be addressed soon, like it was during the Nice Treaty.
