Rationale: use in Alphabet agencies as a cartoon parody of FDR's New Deal using alphabet cards of the sort used to teach children to read. "Parody" is a constitutionally protected fair use according to the Supreme Court ruling in Campbell v. Acuff-Rose Music, Inc. (1994). See [1]
