Born in Ljubljana, he was ordained to the priesthood on June 29, 1970, at the age of 25.

On December 16, 1992, Uran was appointed Auxiliary Bishop of Ljubljana and Titular Bishop of Abula. He received his episcopal consecration on January 6, 1993 from Pope John Paul II himself, with Archbishops Giovanni Battista Re and Justin Rigali serving as co-consecrators.

Uran was later named Archbishop of Ljubljana, and thus the head of the Catholic Church in Slovenia, on October 25, 2004; he succeeded Archbishop Franc Rodé, CM, who became Prefect of the Congregation for Institutes of Consecrated Life and Societies of Apostolic Life. His installation took place on the following December 4.
