This image is being used in the articles Alizée as well as Mes Courants Électriques even though it is copyrighted. Its use is permissible under the fair use policy because:

it is of a lower resolution than the original;
it in no way infringes or assists in the illegal reproduction or distribution of the content of the event, goods or services being advertised;
it does not limit the copyright owner's rights to sell the event, goods or services in any way;
it is being used for illustration purposes - which qualifies as informational use;
it furthers the goals of providing verifiable information concerning the subject matter, in that it visibly demonstrates content which is referenced explicitly or implicitly within the text of the article itself.

As for use in the Alizée article, it is being used for visual identification of the album, and not the artist. As such, it is within the purview of fair usage of album covers.
