This image qualifies under fair use as the BBC itself advocated the use of the button/banner to keep Alan Johnston's kidnapping in the public eye, and the image has been widely reproduced around the web. Therefore it is unlikely the use of this image would compete with any BBC commercial use (if any at all). Irreplaceable - this is the only BBC banner for Johnston known to be in use.
