[edit] Who writes legislation?

There's a statement in the first paragraph that, "the Bush administration has passed legislation ...". I thought Congress did such things. Perhaps this needs re-wording? —Preceding unsigned comment added by Lindes (talk • contribs) 06:08, 5 February 2008 (UTC)
