Yes, the original posting was pure spam, and for all I know this may not be notable. But it's also possible that it is notable - newspapers generally are - and it's not like we have an excess of African-themed articles. Daily newspapers are notable, weekly and biweekly may be. The 'notability' tag does not imply any imminent deletion, only that it is a problem that needs to be adressed. Fram 16:15, 14 November 2007 (UTC)
