Just curious, what criteria is used for "most-liked"

Isn't this guy mentioned in the Ian Dury & The Blockheads song "Reasons To Be Cheerful, Part 3"? I believe one can clearly hear an "Adi Celentano" in the lyrical rundown of things that make the narrator (of the song) happy (one could say "cheerful" here).
