[edit] Proposed remedy

Under certain situations or circumstances administrators on Wikipedia may not be able to adequately fulfill or conform to community expectations regarding some aspects of their responsibilities. In such cases they may be:

  1. Placed on administrative probation;
  2. Temporarily suspended of their administrative capabilities on Wikipedia;
  3. Limited to predefined sanctioned activities.

During the period of their probation they may be provisionally removed from the status of administrator upon presentation of a prima facie case showing violations of their responsibilities or of restrictions placed on them pending a determination by the full Arbitration Committee of whether that action ought to be made permanent in the light of the facts. Acceptance of the request for arbitration shall constitute a finding of a prima facie case.

A prima facie case is a showing which, on its face, shows that a serious problem exists. It may be that closer inquiry, looking at all the facts, will show that what seemed to be true, was not. So if the request for arbitration shows enough of a problem to be accepted, the administrator will be removed permanently unless, after a full inquiry, it is determined that the problem was not serious enough to justify removal.
