[edit] Bullet point?
The allegations in the summary of evidence memos were always written in the bullet point format you are concerned about. Did you go to page 30 of his unclassified CSRT dossier? The allegations are a direct quote.
The factors are not a direct quote. A different, more extended Summary of Evidence was read out during his Administrative Review Board, That document has not yet been released. But it was read out loud, during his hearing. The bullet points are a paraphrase of the portion of the points in his 2nd Summary of Evidence memo which were read out loud. They were points in the original. Why shouldn't they be in point form in the paraphrase?
