Fair dealing rationale: This image was released by the Australian Department of Defence as part of a media release informing the media and public about the appointment of new commanders for the Australian Defence Force. The image is of value in the article Australian Defence Force as it provides a unique graphical illustration of the ADF's high command.
I believe that the use of this image, with the Department of Defence being clearly identified as the image's source, on a non-commercial online encyclopaedia such as Wikipedia in the article Australian Defence Force qualifies for 'fair dealing' status under Australian law and the relevant copyright notice (reproduced above) as it is relevant to studying and researching the Australian Defence Force and is an image which was released by the Department of Defence in order to inform the public and for use by the media. As this photo is a formal group portrait of the Australian military's high command it is not possible to find a free image to replace this photo. A higher resolution version of the image is available at the source link provided above.
