The IP has been blocked 20 times, and unblocked without completing ban by an administrator once. You must understand that the county has 1,214,361 in it, thus having a high number of schools; we have not been able to determine how many IPs the system has, but it is possible that this is the only one. It has a long history of editing abuse, its most recent negative contribution being to the article Janet Jackson. Seems to like to vandalise from 1300-1800 UT. So far, I haven't found one positive contribution.
