Abdel Rahman Shalgam, born 1949, is a Libyan politician. He was appointed foreign minister of Libya since 2000.

During Shalgam's tenure of office, a relative thaw in US-Libyan relations has come about, with high-level contacts being maintained between Libya and the State Department.
