[edit] Plot summary

Congressman Santos masterminds a plot to vote down Republican legislation in the House that would de-fund the President's program for stem cell research. A group of middle school children who are part of the Future Leaders for Democracy visit the White House and seek out Toby to discuss lowering the voting age. Kate has to deal with an impending invasion of Canada. President Bartlet is less than happy to be meeting with his old rival from Japan, with whom he shared the Nobel prize.

[edit] Humour

One of the most vocal child leaders from the Future Leaders for Democracy is given the oppourtunity to sit in on a press conference with The President of the United States. The President calls upon him for a question and asks for his name. "Cody Zucker" he replies - a name very similar to White House Communications Director Toby Ziegler whom Cody shares similar qualities.
