Presumably, the leaflet also had back page. That means that only 50% of the work is used.

Low resolution?

It should not be possible to print a leaflet of acceptable quality for distribution with this resolution.

Purpose of use

To illustrate activities of Al Kifah Refugee Center, and to illustrate activities which promote jihad.

Replaceable?

It is not likely that the Al Kifah Refugee Center issued similar promotional material under a free licence. It is possible that promotional material of other organisations which promote jihad is issued under a free licence, and if such material is found, it could be used in other articles.

Other information

Since the situation in Bosnia has changed so that data presented in the leaflet are obsolete, Al Kifah Refugee Center would have to create a new leaflet in order to call for jihad in Bosnia again, thus this one is no longer of use to them.

The same image is used in a printed book with similar fair use rationale, and it is not known that a legal action has been undertaken against the book's author because of this.
