I suggest that the author of this page is more concerned about Nature than the A354 or any other road; one could speculate that he/she is a PDS (Poor Driving Skills) type who dislikes cars. A more neutral point of view would recognise that A-roads are a vital component of economic infrastructure, and that bypasses and relief roads have both economomic value and a positive impact on global warming.
