Apology accepted. In my opinion, there's a lot of crap on wikipedia that includes two-sentence articles and articles on garage bands, suburban highschools, etc. I think many of them could be deleted for lack of notability, but that is an ongoing dispute on wikipedia, as are notability guidelines more generally. I don't know the full answer to your question, though I do know that some editors are reluctant to delete a tiny page that has potential.

If you want, you can help the community to clean up wikipedia by joining the patrol. Alternatively, there are lots of other ways to help, with or without registering (though doing so makes contributing to discussions a little easier). You can start here.
