Hi - I think there was a bug in your link, and assume you mean this image. I think it has been nominated before, and the complaint was that the out of focus background was clearly a car, and distracting - and that the reflections on the bubble were non ideal. It also has some minor issues with grain.
By the way - you can see that it was nominated by looking at the file links section below the image preview on the image page.
So, I don't know that there is no rule saying anons can't nominate images for FP status or Peer Review - I'd certainly consider an anon-nominated image. Also the rule about voting says that "anon edits may be excluded" - so the way I interpret that is that if the anon is being reasonable and constructive their input will count toward the consensus.
What's holding you back from registering a username? Your identity can be kept anonymous even then, and there is no IP stigma...

I have removed the Pied Cormorant photo, because we now have one of that weird Red-footed Shag, and the layout would otherwise be messed up. But if you want the Pied photo back in, no problem - just replace the one of the Little Black Cormorant with it.
