Answer: Of course, "volk" is also "Volk" in Dutch. But the same could be said of Ripuarisch, Moselfränkisch, Luxemburgisch, Pfälzisch, Hessisch, Hasselbächisch, Thüringisch-Obersächsisch, Berlin-Brandenburgisch, Lausitzisch, Ermländisch, Fränkisch, Ostfränkisch, Mainfränkisch, Süd-Rheinfränkisch, Schwäbisch, Elsässisch, Niederalemannisch, Hochalemannisch, Höchstalemannisch, Südbairisch, Mittelbairisch, Nordbairisch, Afrikaans, etc.

If it's important for you to add "Dutch", then you could consider writing "in High and Low German", i.e. "in German"...

Dutch is not a German dialect, nor was it in the past so don't remove information as if it would be unfair to German dialects.

Answer: You are perfectly right. I will not engage in fruitless polemics about what is what after the Second Mutation and so on.

But there is still another problem left with the removed item: to what extent is it relevant to add, in an article about "Volk", that the word is the same in Dutch as well?

"Volk" as a concept is narrowly associated to German history, and unless you have information of interest about specific uses of that word in Dutch humanities or politics (which would require a special section, if only a mere translation of article http://nl.wikipedia.org/wiki/Volk), it seems rather odd to add specifically that "it's also Dutch".

It would look like "People also say 'Bonjour' in some parts of Canada and in Abidjan, Ivory Coast" in an article about French civilization.

Obviously it would not be the same as those examples all concern the French language and culture. The "problem" (not anymore really) here concerns the removal of a reference to another culture. As for terms containing volk in Dutch; here you have some of them:
