This is a shared IP address used by Fastweb (an Italian Provider) customers in the region (believe it or not) around Genoa. Several hundreds of peoples are are probably behind this address. Maybe just block the editing of pages related to the Genoa and Sampdoria soccer teams, counting on impunity they will probably continue to deface those pages at the expense of other people living in this region and wanting to help with constructive changes
