I agree 100%. I don't know if anyone other then "Purger" has access to internet over this IP, but it's obvious that noone except him didn't use it in the last 5 years. It is theoreticaly possible that many people will be blocked (cited user:Purger), but it is either not the case or we are blocking him and bunch of people that never edit wikipedia anyway.
