Thanks for clearing it up; however, it seems to me that it isn't Neutral PoV. I know the cited article asks them, but either they should be made in a neutral PoV or getten rid of.

You would be correct if some random Wikipedia editor had written those words, but that's not the case here. The text is taken directly from the article, which reports the findings of an academic report sponsored by the United States Secret Service. It's not presented as the editorial position of Wikipedia; it's clearly attributed to "Secret Service researchers". We can take it as a given that the Secret Service is expert in security matters.
