[edit] Is this the voip-phone-service-solutions dot com spammer?

This user reinserted a voip-phone-service-solutions spam link to the article Telecommunications 6 hours after it was most recently deleted. The link was previously added by 209.215.163.64 (talk ·  contribs). Both accounts have been warned, so this user should be getting a clear message to knock off the spam. --A.
