The point is, Wikipedia is not a collection of miscellaneous information. I suggest you read some of the other Preamble articles to get a better feel for how they should be. In principle, every article must be able to stand on its own, as an article, from the very first edit. That was not an article, it was simply a list of the preambles from various states, with no other information explaining things. Understand now? DS 15:29, 20 December 2006 (UTC)
