Yes. There is such a rule; it's found at WP:CENSOR. And I think you were right to apply that rule as you did. One thing you should know about ClueBot -- it's not a person, it's a computer program. (There is a person responsible for it though.) Its purpose is to automatically detect vandalism (not to censor anything). It does a pretty good job of it, but not perfect. Most of the time when somebody adds an obscenity to a Wikipedia article, without changing much (if anything) else, they're up to no good (yes, people often do that -- check this out for a recent example). ClueBot has no way to know when the exceptions are. Which is why there's a page to report "false positives."
By the way, obscenities aren't the only things ClueBot checks for. It checks for a bunch of things. A simple check for three or more exclamation marks in a row catches a surprising amount. Also, you might want to see my comment in Talk:Elect the Dead. -- Why Not A Duck 22:32, 1 February 2008 (UTC)
