The problem is that there seems to have been regular and continuing vandalism from these IP addresses. We knew that these were school addresses, and that the vandalism was probably the work of multiple people, and that other people not responsible for the vandalism would be affected by this block. The block is not a punishment, it is to prevent furhter damage. If the school puts into place measures designed to prevent or even reduce future vandalism, adn lets wikipedia know of this, the block might well be lifted.
