You are incorrect, as the article makes clear. Remains were discovered in the early 1990s and matched with DNA from Prince Philip; two bodies were discovered last summer and have been judged with a certainty to be the Tsarevich Alexei and one of his sisters. The final report will be released this month or next month. The article explains all of this in exhaustive detail, with references.
