Although I disagree that the IP in question is clearly BryanFromPalatine, the ban on Bryan is active and a belief that a user or IP might be a banned user is justification for checkusers, regardless of whether one is an uninvolved party or involved in a dispute/heated discussion somewhere on Wikipedia.
