Hello there. Usually, User pages for IP users do not exist. There are some exceptions for this, such as those with a particularly notorious history or perhaps those for which several thousand users access the same IP address at the same time.
Reference for example, the fact that apparently every single person in the country of Qatar is apparently routed to the same IP address. IP talk pages are generally the place where individual IP addresses are warned, for example, of any vandalism they might have brought upon the Wiki.
However, User talk pages for IP addresses are common. These may be for a single anonymous user with a single edit to the Wiki, for a network of IP addresses in a school, or these may change periodically, such as those hooked up to AOL, which uses a proxy management system to handle its users. This is the discussion page for an anonymous user, identified by the user's numerical IP address. Some IP addresses change periodically, and may be shared by several users. If you are an anonymous user, you may create an account or log in to avoid future confusion with other anonymous users. Registering also hides your IP address.
