I really don't think you should put the banner template on IP talk pages (or IP user pages for that matter). For all you know the IP addresses I use are just the IP address of some unsuspecting ISP customer (I can tell you that in this case that's definitely true). Imagine the first time they visit Wikipedia (or perhaps they visit often, but they don't edit or know anything about that stragne wiki world). The first thing they see is this message on the main page telling them they have a nes message. “A new message, what's that?” They click on the link andit takes them to a page they never would have seen in their life. The page has a warning message and a banner template that has nothing to do with them. But they think wow this is wierd. “Let me find out more about this Cplot guy.” “Wow, Cplot is some sort of Wiki hero or somethin. Why would anyone want the US Government propagandizing on Wikipedia?” Think about it. --67.167.1.149 03:54, 27 January 2007 (UTC)
