This IP is probably an anonymous proxy service from a site at http://hujiko.com/ . Rienzo appears to be using this service to harass people. The service uses multiple outgoing IPs, all of which should be blocked from editing indefinitely. It's hard to tell if a specific IP is from the service, but you can visit hujiko.com, browse to an IP address checker site, and block that IP if it's not already blocked.
