Thank you for your intiative in adding information to the Brigadier General (United States) article, however the information you provided is not completely accurate. Under 10 U.S.C. § 777 general officers cannot be frocked unless all stipulations of the code are met. One if which is the officer is serving in, or has received orders to serve in, a position for which that grade is authorized. Frocking is not normally authorized to general officers for the fact that, as you say, it can take up to two years to receive a new billet that requires the rank from their service shief of staff. General officers, if frocked, are done so normally if they are nominated to fill a position that is set by statute, for example, the Deputy Judge Advocate General of the Army. Furthermore, confirmed general officers for promotion must be approved to be frocked by the SECDEF or a Senated confirmed civilian working in the Office of the SECDEF, whom has delegated authority to appove frocking from the SECDEF. The SECDEF must also submit to Congress a written notification of the intent to authorize the officer to wear the insignia for that grade and a period of 30 days has elapsed after the date of the notification before frocking can be given to a general officer.
