The claim for the patent rights is correct and the Xilinx founder even sites it in all of his future patents. There are actually a pair of reconfigurable patents by Petterson and Page on reconfigurable logic. Remember, the term is Field Programmable Logic Array and the patents cover the basic logic elements where Xilinx simply added more gates at the nodes. While it is uncomfortable for Xilinx to admit these are the foundational patents that everyone doing re-programmable logic reference for both shift and ram based logic.
