This IP address, 62.171.194.45, is registered to Research Machines UK which provides a service called Internet for Learning to several schools and public libraries in the UK, and is shared by multiple users. I have received (by email) a request from the users of this IP - a school in south-west England - the accuracy of which I have verified. The ICT departmern are going to make a presentation to the students about how to utilise WP rather than vandalise it, and requested that we open this IP again for that to happen. I am minded to accept the principle involved of 'new term, new behaviour' and will unblock this accordingly.
