Why? This IP is part of an IP Block is owned by an organsation called "South West Grid for Learning" - it basically gives internet access to Primary and Secondary Schools (I'm a Sixth Former at One of the Schools). Now since wikipedia has become a really valuable resource in recent times (teacher's are even recommending it for "studying") - and due to the ease of editing and the immaturaty of most of the students - vandalising is really ineverabtle. My guess is that the maturing gained by students to stop vandalising is normally around 17. However, around this time they're just about to leave school and the next wave of vandalising starts!
Lastly, due to the design of SWGFL, outbound connections can occur from any IP address in their block (its funny how sometimes I can edit wikipedia (aka blocked IP's) and sometimes I can).
