This image was retrieved at the official website of the Brazilian Central Bank. The institution allows the reproduction of the contents of the website, as long as they are reproduced with fidelity and without any tempering [1] (page in Portuguese).

More specifically, however, Wikipedia is using the image exclusively in the relevant article on the Brazilian Currency (Brazilian real) for the purpose of commentary to the currency itself. As such, it is believed that the image fits the criteria for use under the Fair Use provision, as outlined in the template below.
