Purpose of use	from the NATIONAL RESERVE BANK OF TONGA ACT, Act 48 of 1988; article 22: Sole right to issue currency. The Bank shall have the sole right of issuing currency in the Kingdom and no other person shall issue currency or any documents or tokens payable to bearer on demand having the appearance of or purporting to be currency. The use of the picture being marked as having not such an appearance is therefore permitted.
