The 21st Army was also known as the 21. Armee Norwegen or the Norweien Armee.
The 21st Army was formed on 19 December 1940. The units of the army were absorbed by the 20th Mountain Army on 18 December 1944.
On 27 April 1945, towards the end of the war in Europe, the 21st Army was reformed as part of Army Group Vistula (Heeresgruppe Weichsel) and fought until 2 May 1945.
