Hi. I've left a message like this before. This is just to let you know that the IP address in question is part of a proxy used by EMBC, the East Midlands Broadband Consortium, located in the UK. EMBC provides internet connections and various related services to schools and possibly colleges in the area. It is likely that the abusers/vandals are school children and possibly young adult students. While I think it would be a shame for everyone on this proxy to be barred from editing, it may well be the best option as you are unlikely to get much sensible input out of the kids in question.
