Hello user:207.227.123.118, and welcome to wikipedia. You may want to consider registering a user name, which will make it easier to sign comments on talk (and project) pages. It will also allow you to create new articles. Thank you for your suggestion that we include more criminals as part of Wikipedia:WikiProject Mexican-Americans/Chicanos. The only famous one that comes to mind is Rafael Resendez-Ramirez, so I'll add him to the list. Can you think of any more? Please realize that this project is a work in progress, and its participants are not likely to take kindly the accusation that we are "living in a dream world". It seems not to assume good faith.
