RE the bio of Raphael Sonenshein, there were 2 charter commissions operating during 1997-99 that also reformed the Los Angeles City Charter: The Appointed Charter Reform Commission and the Los Angeles Elected Charter Reform Commission. The former was made up of 21 members appointed by the LA City Council, City Attorney and City Controller; then Mayor Richard Riordan refused to participate in the appointments, and the seats designated to him were then appointed by City Council President John Ferraro (now deceased).
The latter LA Elected Charter Reform Commission was made up of 15 elected citizens, one from each of the 15 city council districts, and their executive director was Geoffrey L. Garfield.
The charter that was placed on the June 1999 ballot was universally regarded as the "unified charter" which contained elements from both charter commissions. The measure won by 60% at the polls and has been enacted.
Your bio should reflect that Raph was executive director of one of two charter commissions acting simultaneously and ultimately in a unified fashion to achieve approval by the voters. His book THE CITY AT STAKE details these events.
