This IP address has been blocked because it is believed to be an open proxy or zombie computer. To prevent abuse, these proxies may be blocked from editing Wikipedia. If your ISP has misconfigured its proxy, you can try bypassing it by logging into Wikimedia's secure gateway at https://secure.wikimedia.org/wikipedia/en/wiki/. For more information about open proxies and what you can do, please see the WikiProject on open proxies.

I'm leaving this request up for another administrator. In the meantime, here are the results of a portscan: east.718 at 11:26, May 16, 2008

This blocked user (block log | autoblocks | rangeblocks | unblock | contribs | deleted contribs) has asked to be unblocked, but an administrator has reviewed and declined this request. Other administrators may also review this block, but should not override the decision without good reason (see the blocking policy). Do not remove this unblock request while you are blocked.

Request reason: "PLEASE can someone provide a link or something to demonstrate how this is determined to be an open proxy (the ISP is adamant that it is NOT an open proxy). It would be very much appreciated by several people here who have kindly expressed an interest in getting this issue properly resolved so that anon contributors in Cambodia can access Wikipedia. Many thanks!"

Decline reason: "Yes, it's an open proxy. Please see the portscan from east718 and request an account if you want to contribute. Stifle (talk) 13:06, 16 May 2008 (UTC)"

Request reason: "Internet shop owner here is telling me this is not an open proxy. Please can someone check that this is or is not still the case, and if it is, please show me how or where this has been determined, so I can show the evidence to the shop owner here and try to get the problem resolved. Thanks!"

Decline reason: "This IP address is a poorly configured proxy, but is also one of only two IP addresses used by Cambodia's largest ISP. I've taken the unusual step of enabling editing from logged-in accounts on it; please follow the updated instructions on the block screen to request one. east.718 at 10:53, May 16, 2008"

Request reason: "Seems this IP is used by every terminal of every internet cafe in Sihanoukville, so this block is actually blocking all anonymous edits for the entire city, and (according to one internet shop owner) it probably also blocks several other nearby towns. Does the "User contributions" history for this IP really warrant that? Fair enough if it does, but maybe it should be (more?) carefully reviewed first."

Decline reason: "This IP address is blocked not for its contributions but because it is an open proxy and thereby is open to abusive use. The inconvenience is regrettable but I am afraid there is little we can do about it. Sam Korn (smoddy) 09:30, 15 May 2008 (UTC)"

Request reason: "I'm a fairly regular contributor, based in Cambodia for a few weeks, trying to gain access through local internet cafe. Thanks."

Decline reason: "Unfortunately, this is still coming up as a proxy. Could you log in and post an unblock notice on your user talk page? Depending on the circumstances, we may be able to give you temporary IP block exemption to avoid this. — Hersfold (t/a/c) 06:47, 11 May 2008 (UTC)"

Welcome

Hello, and welcome to Wikipedia! Thank you for your contributions. I hope you like the place and decide to stay. Here are a few good links for newcomers:

Here are some other hints and tips:

  • I would recommend that you get a username. You don't have to log in to read or edit articles on Wikipedia, but creating an account is quick, free and non-intrusive, requires no personal information, and there are many benefits of having a username. (If you edit without a username, your IP address is used to identify you instead.)
  • When using talk pages, please sign your name at the end of your messages by typing four tildes (~~~~). This will automatically produce your username (or IP address) and the date.

If you have any questions, check out Wikipedia:Where to ask a question, ask me on my Talk page, or type {{helpme}} on this talk page and a user will help you as soon as possible. I will answer your questions as far as I can. Again, welcome, and I hope you enjoy editing here and being a Wikipedian. --- Hdt83 | Talk/Chat 03:56, 9 March 2007 (UTC)
