[edit] Who uses this IP?
It's one of the major gateway-IPs (of a couple) for many thousends of users in Thailand, since we only have one (governmental) agency that is allowed to have the external connection, and as such they handle it (all requested outgoing traffic from local ISPs) via some badly configured proxys.

Please stop this revert war or you could get banned. The picture of Thaksin side-by-side with Mr. "Akbar" has no business being in the biographical article of the Prime Minister of Thailand. The original photo is from the US Department of State is can appear on Wikipedia. You are close to violating the 3 revert rule (see Three-revert rule for more information).
