There are 14 African nations eligible to qualify for the 2011 Rugby World Cup, of whom are all the teams ranked by the IRB, minus South Africa, who have already qualified. One African team will progress to the World Cup. The qualifiers will be based around the Africa Cup, Africa's annual continental tournament. Qualifiers will commence at the 2008 Africa Cup and finish some time after the 2009 Africa Cup, which will act as the main qualifying tournament.

Pool winners qualify for the semi-finals. Top teams also progress to second stage of world cup qualification, in the 2009 Africa Cup. Pools determined through world rankings.[1]
Bonus point system: 4 points for a win, 2 for a draw, 0 for a loss, 1 point for scoring four tries in a game, 1 point for losing by seven or less.
