The baseball pitcher in question is Joel Zumaya, whose pitches in 2006 have been recorded at 103 mph. Some contend that the speed registered by the radar gun is inflated -- but nobody says that it is inflated by much.

Human reaction time is more typically in the 200 millisecond range, at a minimum. Like, push this button as soon as you see a light, then a camera flash goes off.

This page says human blink time is 100 ms. The Wikipedia page on blink says that the typical duration is 300-400 ms and cites a reference for this number. The absence of a citation on this page makes me more inclined to go with the numbers on the blink page.
